The All of Us Research Program funds a broad portfolio of research partnerships, scientific collaborations, and grant opportunities. This page provides information on three types of funding engagement:

• All of Us Funding Opportunities: Notice of Funding Opportunities (NOFOs), other transaction (OT) Research Opportunity Announcements (ROAs), and other mechanisms issued directly by the All of Us Research Program.
• NIH Research Funding Opportunities: Grant mechanisms from NIH Institutes, Centers, and Offices that support research using the All of Us Researcher Workbench dataset.
• Partnered Research Studies: Collaborative research opportunities (sometimes called ancillary studies) that expand the All of Us dataset through co-funded studies with NIH partners and others.

How Is All of Us Funded?

The All of Us Research Program is funded through annual federal appropriations from Congress. Since its creation under the 21st Century Cures Act in 2016, the Program has been supported through two primary funding sources: annual appropriations to the NIH Office of the Director and mandatory funding from the Cures Innovation Fund, which was authorized for fiscal years (FYs) 2017 through 2026. FY 2026 marks the final year of dedicated funding provided under the 21st Century Cures Act.

In addition to these funding sources All of Us has received support through co-investments from 23 NIH Institutes and Centers and Offices along with ARPA-H, and the U.S. Food and Drug Administration to support collaborative research, technology development, and the Program's core infrastructure, reflecting All of Us' role as a shared national research resource. These co-investments have been critical in sustaining the Program's core infrastructure and collaborative research activities during a period of declining Cures Innovation funding.

All of Us data is also being used across the NIH ecosystem. Through FY 2025, NIH as a whole has awarded more than 300 research project grants and training activities totaling more than $694 million that use All of Us data, and more than 400 NIH Intramural Research Program investigators across 23 Institutes and Centers actively use the resource.

In FY 2026, the Program received $153 million, an approximately 72 percent decline from FY 2023 level as Cures Innovation funding decreased without corresponding increases in annual appropriations. That necessitated funding cuts for All of Us at NIH and our partner organizations resulting in reduced participant enrollment, scaled back data collection, delaying our ability to build a robust pediatric cohort and instead focused available resources on preserving the existing participant relationships, bolstering data privacy and security, and biospecimens while continuing to support researchers who access the data and rely on the Program to generate new findings.

Amidst these funding uncertainties, the Program remains committed to supporting our participants and keeping their data and samples secure, to drive continued health discoveries into the future.

All of Us has been supported through the 21st Century Cures Act and additional base appropriations to NIH. The Cures Act allocated multi-year funding for the program for FY17–FY26. All funding is contingent on the annual federal appropriations process.
